My view is giants get a huge boost. Those first. Then barbarians then archers. Then you can start minions, then balloons, then hogs, then witches in my opinion, then golems, and who cares about valkyries. Heal spell level 6 is not much gain, maybe put it before witches.
I would max cc first, then splash (mortars first), then xbows. Then do teslas, then ADs, then archer towers/cannons (personal preference.)

I built both xbows and got all new defenses up to the same lvl as the rest. Then I went back to xbows and started upgrading them to lvl 2. I will focus on maxing wiz towers and teslas and getting my cc up. Then move onto mortars and AD. Lastly arch towers and cannons.
As elixir, the lab and lvl 6 archers were my first focus. Then I did giants, and I'm currently maxing hogs. With the extra elixir I've maxed camps and have been upgrading de drills. Will upgrade barbs when hogs complete.

Level 109 - TH9
Troop upgrades depend on your preferred army. But assuming you use every troop equally, giant > barb > archer. For structure upgrades, after building at least the level 1 version of everything that is new, IMO your focus should be on (as resources allow):
1-4. Army camps. Value of 20 extra army spaces cannot be overstated.
5-6. DE drills. What other upgrade is going to get you 4800 dark elixir per day for doing nothing? That's right, none of em.
7-10. L7 wizard towers. 1-shotting the goblins of other TH9s is invaluable for protecting your resources, and will deflect many would-be attackers through intimidation because they're a pain in the ♥♥♥ to deal with.
If you want it do level 6 archers before barbs or giants, mix in the elixir storage somewhere before the drills or wizard towers.
Upgrading archers at TH9 is a popular choice, but remember it also means you have to max out your new elixer storage in order to save enough to fund that upgrade. For this reason, I chose to do balloons first, then while those were upgrading, I was able to mix in my elixer storage upgrades. Level 6 balloons are an amazing troop compared to level 5.
But in the long run, archers are the best value, it's just that you don't want to leave your lab idle while you save up enough elixer to buy the archer upgrade.
