Max out, especially the long builds. There is a lot more stuff to do at th9, all costs shed loads and takes forever. You'll be grateful for everything you have already when you get to th9.

For the most part, there is no down side to maxing before moving on. There is so much to do as th9 I personally would have been overwhelmed if I wouldn't have maxed th8. Ultimately, the decision is yours and since you aren't a preemie to start with, I'm sure you will be fine either way 😊
