How does the device getting access? If the device is in your possession then reset it. If not then maybe there is a way to remote wipe it. (I'm an iOS guy so i don't know)

The other person either has access to your device directly (family member, etc.), obtained your password to G+, or possibly you loaded your village on someone else's device.
Try emailing SC support through the ingame option under "settings" and "report an issue". Give them all relevant information and hopefully they can do something to help.
