    Starting a new clan and growing it is tough. First, you have to either be th12 or have a rushed siege donation account. Most are not going to join a clan without sieges. My advice, you are recruiting members, not bases. Set your requirements low and set some basic rules. You will get plenty of hoppers and people asking for co, kick them immediately. Eventually, you will get some dedicated and loyal members. They may not be very good and have low level bases but skills and bases can be improved. As those people level up and the clan starts to fill then you can raise standards.

    Birds of feather flock together.

    You don't have to be th12 to start a clan and th5s have absolutely no use for Siege Machines.

    It's true, that a th10 would be reluctant to join a clan witout th12s, but there is a lot of clan play below th10. If you manage to gather a group of active th5-th7s, and keep kicking the ones that go inactive, you will end up with a core group of th8 and th9s that have been playing together for a long time.. That is where you can start growing to the higher th levels together, and where higher th's will start joining.

    Building a clan is a slow and long process and giving away free co or elder will not speed things up. Kicking inactives and leaches will result in a stable clan that people want to stay in.

    In my clan, we kick people with no league shield when the season os 36-48 hours old. We kick players that end up with dead bases over the season too. Leaches have short lives and we have figured out how to spot most of them a mile away.

    Winning wars help.. But winning 5vs5 wars, while excluding everybody else, doesn't.

    Full Tier rewards in Clan Games is a must.. People expect this so make sure that YOU get full points, with all your accounts. Treat each profile as an individual and set expectations on that level. If an individual breaks the rules, expect to kick all his accounts, as well as his friends accounts, so think before you decide to kick.

    Global is a fine place to recruit, but you need to chat with people.. Not just spam recruiitment messages blindly. By chatting, you get a sense of the person joining.

    Expect to donate a lot.. I find that 1:1 is a good ratio.. It forces people to stay online for a bit, and creates a competition to get donations done. In a stable group of equally active players, 1:1 does actually work very, wery well.

    "New" players don't get troops unless they give.
    "New" payers don't go to war, because they are likely to leave.
    "New" players do not get promoted, because they have not proven themselves.

    Nobody gets to stay in the clan, unless they have a league shield.

    War attacks must be conducted, if the person is included in war.. Otherwise, don't include them.

    Keep the clan drama free, and kick members that cause disturbances.

    ... But, it always depend on the type of clan you want.
