I think it was a typo from Hay Day team. I'm in a neighborhood which consists of three people, and we didn't get any seasonal decoration.
Hay day words: Increased appearance chance and increased amounts of the following rewards: expansion permits, barn & silo upgrade materials, puzzle pieces, seasonal decorations.
I'm going to reshuffle the rewards, maybe the seasonal decorations appear.

I was hoping for some decos too but no one of my neighborhood is having decos showing up. So yea probably a typo..?
There's one decoration for me so far. Not seasonal, so far as I can tell, though I don't remember seeing it before. It looks like a pudgy man with a white beard, dressed up like a firefighter. With a black tuxedo cat.
