Nearly max th10... don’t know what to do when I reach th11/what to upgrade now.

Right now, I’ve got everything maxed except for a couple walls (which I’m doing), got a lvl35 queen, 30 bking, one level off max dragon, lvl1 baby dragon, lvl5 lightning, lvl1 clone, lvl2 eq, lvl 3 haste, lvl5 minions and lvl5 hogs.

I don’t know whether to prioritise my heroes or troops/spells before upgrading to 11?

When I do hit th11, what should I be upgrading first and what should I be holding off on?

We'll that partially depends on whether you're mostly a farmer or if you're in a more serious war clan.

I'd assume the former since your heroes and research are lagging behind.

If you're mostly into farming I'd say focus DE on heroes.

Once you hit 11 you need to focus on the normal major things like Army Camps and Labratory. Also, the Grand Warden should be a priority. So as you can see you're going to be starving for Elixir for quite awhile after upgrading to TH11.

Before pressing the upgrade button - I’d definitely prioritise maxing your baby dragons, hogs and AQ to 40.
Baby dragons are one of the best (and most efficient) funnelling troops. AQ charge with Hogs is also one of the better TH10 war attacks. Your AQ and GWarden will be the most important two units in your army at TH11.

Also as Bloodyirishman pointed out vast amounts of ELIXIR are needed at TH11 - and you no longer can dip to hit TH9s when farming —> it will be much easier to maxout baby dragons & Lightning etc at TH10.
