Exactly, usually the ones who attack those 2 or lower NEED to.

Most of the experienced farmers do not bother attacking 2 halls or lower as it is not profitable to do so due to the loot penalty system.

Unless of course it's revenge and they dropped lightning on DE; which is their own damn fault and deserve to be 3 starred.

Bad idea, loot penalty protects this enough.
