I started with 3 and it worked, building a new army to hit 2. I’ll see if it works, I’ll try to restart iPad lol
If it's a specific base you can't attack maybe just wait. Had a glitch once where one of my mini bases wasn't available. Nobody in my clan could visit it and the opposing clan could not attack it but after a few hours it came back online. It's only happened once before to me but it has happened.
Another possibility is maybe the other base was banned and has been removed from the game by SC? Not sure if bases in this situation would still be available to be attacked in war. Just a thought.
