That's a problem of matchmaking. SC is trying to sort it out. It's much better than before though. Nothing wrong with SM.

Creating a second account for the purpose of rushing it to th12 is a GREAT solution. Keep the trophies low to also help easily max out clan games points on either the main base or builder hall. Don’t put this account in war. Just keep it for donating SMs. Your advice seems to be related to an account you want to use for war or something else. That is NOT what people are referring to when they talk about rushing an account to th12. They are referring to making an account just for donating SMs and to get some easy clan games points.

Jeez, really? All the OP does is make a suggestion and gets jumped on. I have no idea why people are trying to compare it to max bowlers as that was never mentioned in the OP. I’m also unsurprised to see the usual ‘change your base’ and ‘adapt or quit’ messages. How I miss the neg rep.

It has nothing to do with matchmaking. Accounts in the clan that aren’t in the war don’t impact the match. That is OPs complaint. It is an old complaint that goes back a long time, but in the past it was usually related to donating max troops to the attacking war cc’s by the opponent even though there were no accounts with max troops in the war.
As for OPs issue, the best solution is to create a second account, rush it to th12 and use it to donate SMs. OP can also choose not to go through that effort and time (it is minimal effort and not much time), but be at a disadvantage to clans that have a th12 or make one.

the siege machines are called by darian as new troop. op wants to bann them from war if your clan has no th 12 in your clan. this could be compared to all other troops and th levels.
He says, If I was a Th12, I would want to fight a Th12 rather than 9's and 10's. Isn't that an issue of matchmaking? Or maybe I misinterpret what he wrote.
The advantage of having a siege machine is much greater than a handful of troops at a higher level. And I don’t see the OP suggesting that higher level troops are discounted from war, just siege machines.
You can choose to compare it to what you like, the bottom line is that it’s not something the OP suggested.
Forums is supposed to be a place to debate about certain stuff, post your opinions etc. Didn't see any post which sounded unnecessary or rude to him. He wants a certain troop to be not usable and some don't agree with it.
Your "Irrelevant Analogies" seems to be a target to my comment. So, just as a response I'll say you need to read the whole thread before posting. Most of the analogies seemed to make sense and make him understand that he was on the wrong side. Troops are supposed to be donated for wars, the same goes for SM. Obviously, if someone feels the OP,s opinions are wrong, they will contradict him with certain facts.
P.S- The comparison made to bowlers was relevant too as it proved that donating max troops to wars has been an ongoing thing without any issues.
Seems like you missed reading the important points while posting. If you believe the SC Forums are supposed to be full of everyone agreeing with your opinions, then you are wrong.
Forums are usually a place to discuss what’s suggested. Not telling the OP that because you can donate max troops his point about siege machines is invalid. I honestly don’t remember names of who posted, just the post contents, however as you seem to believe it’s aimed at you I guess you agree with me.
Siege machines are siege machines. They’re not max troops, they’re not max heroes, they’re not max spells. They’re siege machines. Although I’ve only got a level 1 workshop, I’m pretty sure level 2 doesn’t unlock bowlers.
I’m happy to discuss anything - we can agree or disagree and that’s the point. But trying to convince people of your point of view by mentioning something irrelevant is faulty thinking at best.
