So I had been thinking a little about this issue since the announcement of the original change and although your team wants unplaced items to carry weight, it should n NOT carry any weight or penalty for players IF THEY DO NOT PLACE PACK ITEMS IN THE SAME TOWNHALL THEY PURCHASED IT IN (Sorry, hard to bold on tablet).
The reason for this is that if at TH11 buying the eagle and warden pack is neither an advantage or disadvantage to hold or place separately because you could do the same thing going through the normal process of using gold. If unplaced items carry weight within the same town hall it was purchased in, it will wrongly punish a greater number of players who are not looking to do it to exploit any kind of loophole.
I understand that Supercell does not want to provide alot of information about how matchmaking works but I do think that TH12s who DO HAVE UNPLACED EAGLES should see a reflection of that weight in map ordering (in the same way as not placing items in a war base but placed in home base). This would not be providing players with any extra information other than letting these players know they MUST place those items because it is being counted anyways.
For the record I do not have any of these unplaced items, this is simply my opinion on how I think would work best for all players. If you could reply to this so that I may know that my concerns on this issue have been heard it would be greatly appreciated.

To further iterate, I think 3 changes should be made to follow the build-all policy and put this issue to rest.
1. Pack items need to be placed in home village before being able to upgrade the TH
2. Unplaced pack items only carry weight outside of the TH they are purchased in.
3. Unplaced items carrying weight is visible in map ordering in the same way as having items placed in home village but not placed in the war base.

Im losing more and more faith in Supercell with each failed update or buff-n-nerf cycle.
Overall, this update has be a total blackeye for you guys. Youve failed to catch the wrecker was op, failed at catching the eagle still doing x3 damage, and now youre admitting the one decent change throughout this entire update was also FLAWED.
The biggest, grandest update ever to come to clash and it was a complete mess riddled with bugs.
Interesting tidbit of information.
What update would be required on the client side that can't be performed on the server for identifying a viable clan match (you didn't place the eagle but the weight is still counted)?
Would this imply that some of what is used in the matchmaking resides on the client and not all on the server like we think?
Or does this give more reliability to the order and weight seen on the war map?

With every change you would have to expect that there may be bugs and when making a change in some areas it may at times have unintended consequences in other areas of the game in creating bugs or possibly reverting a small change.
SC getting free bug testing from players, most companies pay a pretty penny for it lol
They did catch the eagle bug pretty quickly and fixed it within a week after spanser dug into the game files. It only seemed like it took a while because eagle isn't normally upgraded until offense is done.

My point is, these things were changed for the update. Youd think theyd make sure it was flawless. It was their intentions anyways, right? Failing to catch the x3 damage from the eagle or too much health on the wrecker is pure neglect on their part. Its not up to the consumer to find the problems within your products.
It just leads me to think how many other things are not as they should be...
Btw, they didnt catch the eagle, the players did. How long did it take for them to fix it? Within a week or so? Were stuck with soonish on this issue. We all know what that means.

You also have to think that the update was very big and the game itself is very complex, with deadlines and a demanding player base. It is unrealistic to expect any game to be flawless, a cornerstone to great development is the speed in which issues are identified and addressed, then it is added to a priority list. The case of the eagle was high priority, this particular issue would be lower priority because it only affects a very small amount of people.
Wrecker health wasn't a bug, they just nerfed it because it was a little too strong.
