There isn’t a good way to tell new neighbors about neighborhood rules.

Current inefficient ways to do this:
#1: Telling every individual who joins about the neighborhood guidelines. I don’t need to explain why this is a bad idea, and yet is what we are forced to do a lot of the time.
#2: Use pinned neighborhood chats in the neighborhood notifications tab. The problem with this is you can only pin 3 messages and the messages have the character limit of normal chat messages. This is no where near enough space for explaining how a neighborhood works AND the other things you use the neighborhood notifications for. For instance my neighborhood uses it for motivation and congratulating the best derby competitor in that weeks derby.
My solution: Allow coleaders and leaders to be able to edit a neighborhood constitution. It wouldn’t need to be very long, maybe only 15 chat messages tied together that you can access in the neighborhood info page. A neighborhood notification would appear every time it is edited. This would allow everyone to view the rules/info of the neighborhood at any time and stop confusion about the rules and how the neighborhood works. It would also add organization to neighborhoods.
Thanks for hearing me out. I hope this is added soon because it’s annoying to tell every new neighbor about how the neighborhood works.
    Again, thanks.

Well, we already have specific NH info , plus some extra info, plus additional NH tags. Isn't that enough?

Perhaps I would be more welcoming of extending the size of the text you are able to put in the first two items I mentioned. I don't know what the max sizes are, but if 3 "pinned", as you say, NH messages aren't enough, I'm sure the space designed for the NH info and extra info isn't enough either.

So, yes, I would back up the idea of extending the NH info and extra info boxes, if the current might not be enough. But creating an additional information box would only be complicating everything. I think it's best to improve existing features than to add new ones if both are viable options.

    Thks
