Who, exactly are "they"?
There are two separate development teams, each working on their own bases.
We have been told that the next update will be focused on HV & they are working flat out. Development work will continue on BB irrespective.

BH8 itself can be changed, if they do some balancing and add more walls. I really hope they won’t abandon bb
Nothing here stays the same forever. You must learn to change as the game changes, or clash will force you one way or another.

OP, Darian stated a while back that they don't currently have plans for the BB, because they wanted to give some love to the main village. I'm guessing that means that they will come back to the BH at some point, but probably not super soon.
I think the builder base is getting to large for a mini game. On main base, it’s about a 45 min rebuild, and for me it’s a 10min rebuild on builder hall. Don’t sound a lot, but it’s way to long, could you imagine an extra Bh level, and upgrading the hero, so it will be getting on to a 15 min rebuild, or more. I used to enjoy BH when it was attack, after attack after attack, in quick succession.
Potentially, but for sure not too soon, since SC is currently focusing on the main base. I'd hope they don't add it but for the people who like the Builder Base sakes I'd want them to get what they wanted, so if they're wanting BH9 I wouldn't care.
