Train doesn’t drop off all townies that I picked up

I just switched iPads, so I’m not sure if this is related but this has happened to me a couple of times now. I only have 6 townies in my town and my visitor train is fully updated to 10. I visited several of my neighbors towns, collected all 10 visitors, and headed back to my town. Only six townies got off the train. Yes, I clicked on all ten, yes I had plenty of room for all of them to show up. Any ideas?

The only thing I can think of is that maybe someone else was picking up townies at the same time?
