I think Darian mentioned if you off it, you will not be offered any deals except the TH pack deal.

The "Personalised Shop" option toggles on/off the targeted offers you receive in-game. If you leave it off, you won't see any of the special store offers apart from the default Town Hall upgrade offer. If you leave it on, you will receive the purple icon in the shop to let you know there is a special offer specifically for you. These offers are logic-driven based around your TH-level.
