It's like BM20 and troops at level 14. It's the max level at BH7 and did had flames before BH8 released. At that point everyone do know those levels are not max levels.
It's bug. The same as level 16 Troops without flames before the update.

I disagree.
At Level 14 BM20 was the max. SC had not added additional levels to the game.
They have done so now.
I have a maxed TH10. My Archer Queen is level 40. That is the max that I can get her to at TH10. However, the max for the AQ is level 50. I do not have flames for her, even though she is maxed out at my TH.
It is the same thing here. There are levels past 25 (30, to be exact). They are unreachable, but they are there. Therefore, level 25 is not max. It does not matter if BH8 cannot reach it yet. Just as it does not matter that I can't reach level 50 for my AQ yet.
At some point BM30 will be reachable, either through a BH8 update or a higher BH level. Unless SC adds additional levels at that point, then the BM will be in flames once it is upgraded to 30.
Again, just speculation on my part. But I disagree that it is a bug based on the above reasoning as it occurs elsewhere in the game.
For clarification, what I am wondering: those that had level 25 BMs before maintenance today, did it show additional HP, DPS and ability were available on the hero screen? Or did it show that the said bars on hero screen were maxed out when your BM hit level 25.
From the looks of BM hero screen (@lvl 25) on my clan mate's base, level 25 and does not show max bars on hero screen; hence, 5 more levels will be released at some point in the future.
Time to get my BM to 25 to prepare for next unlock.

The last thing the bm need is more levels given the current state of things. More levels just means even longer between attacks and it's already bad enough as it is.
Your theory is kind of contradictory, because BM until level 30 and Troops until 16 were already added since the Builder Base first released.
At BH8, currently the highest levels of BM is 25 and Troops 16, everything should be flamed.
But when BH8 first released, BM25 is flamed and Troops 16 were not flamed, SC admitted is a bug. After update yesterday, the fix all 16 Troops to have flames, but BM25 is not flamed (while is still the max level).
I am fully aware Level 30 is the max level of BM, but it's not yet released. BM 26-30 might come later, but for now BM25 is the current max level and should have flames. When BM30 is there, just take out the flames on BM25 and put it on BM30.
In conclusion (in response to your bolded statement), BM25 is the current max level, SC had not added additional levels (BM26-30) to the game. BM26-30 is in the game until SC released it.

Yes, the gold glow was removed. Also, if you look at the info of the BM, its stat bars show that even at level 25, the bars aren't completely full. Also, the current max level of 25 didn't utilize all of the maximum space of the elixir storages. I think these are all indications that the next 5 levels will be released soon.
I also agree that the BM needs an improvement to the AI more than it needs more levels. I also think they need to put the clock tower boost back to x10. Giving the BM more levels means more time needed for it to regen. The current max level is already pushing the limits of the clock tower boost.
