Caution, I often discuss for the sake of discussion and enjoy having my opinion challenged (or approved of) even when I care little about the actual issue. The one easy solution not mentioned here is to simply reduce the time until personal break. When you come out of shield in Legend you have 4 hours until personal break with all that time guarded by village guard. Cut that to 3 hours until personal break after coming out of shield, with the entire time guarded, and you will be forcing more players off to become targets. This should solve the problem nicely while giving all legend players a level playing field.

Agreed, a time limit would be required to prevent pay to win, as well as limitations on the matchmaker to use the typical weight of a general legends player (if it's higher than the weight of the searcher).
It also introduces risk for active players in low leagues who never get or need a shield. There should be more attacks available for legends and no freedom from being attacked simply for farming low. Kill two birds with one stone.

The very easy solution is: you have to take a defense after each offense, thus keeping a 1:1 ratio. Do this only in legend league, then defense becomes much more important as well. And, maybe you can make it that you have a button 'available for defense', so you can choose to sit out your shield (and not attack anymore) or do 'available for defense', get attacked (even while you are online, have a shield, or guard, etc.) and then you can attack again on your turn. Nice and clean this way, and the best way for getting higher in trophies is scoring defenses (or have 1-star against you while scoring 2, of getting 2-stars against your base while scoring 3). So, base building becomes more of a thing, and 3-starring also becomes much more important: if everyone can get 2-stars, the people getting 3 stars will be the ones on top (and rightly so!).
I don't see any disadvantages on the first glance, does anyone?
If I can get current number of players in Legend and total th10 and th11 count [including and excluding engineers or whatever] then i think i have something in my mind.......
