Here's what I've got to say if the OP is talking about swapping troops in the HV:
The Builder Base and the Home Village are special in their own ways. Switching troops while scouting is the Builder Base's feature and shouldn't be added to the Home Village. The 'swapping' troops feature was added to the BB as clashers cannot 'next' the base. However in the HV, we can 'next' bases. Always have a good stratagy while attacking and choose the bases you're gonna attack in HV depending on your strategy.
Here's what I've got to say if the OP is talking about choosing the bases you attack:
Well, something's gotta be difficult in the game. You can't keep on choosing engineered bases with tons of gold, elixir and dark elixir.
