Boosters apply to the boat currently docked.
For the already dockes boat I often fill all but the ones I want the booster to take and then activate it. Pre-filling only works for that first docked boat, but really helps with out of control crate demands.
Thank you all! I will try to activate the booster after the boat is docked and let you know if it filled crates in a couple of hours!
