Ummm. Don’t know what to make of that.
Recruiting is difficult, OP. I use a combination of the forum and global. It's not easy and you have to be patient. The best players in my clan came from the forum.

Depends on how much time and energy you want to put into it. Sometimes you need to open up your clan to more players that are perhaps a lower level TH and help them grow. Or, you join another clan and rise up in the ranks there.
If you are a low level clan (below Level 4) you will have difficulty in getting high level players because of the lack of clan perks. That takes time....

^this. Recruiting sucks. I've gotten a couple players from the forums, but most of our members came from the trial/error/cringe-fest that is global. Take 10 new members on global, 5 will leave on their own, 3 will no show in war (and promptly get kicked), and 2 will be decent players. It's the nature of the beast...
Just keep at it, and try and build the clan as best you can. It's a long process to get a good clan core.

Please be aware of both rules and etiquette there. Only one recruitment thread per clan and don’t just cut and paste the same message onto any post in looking for clan mates section, particularly if your clan doesn’t match what the person specified they wanted. I think at only level 5 and rebuilding you may be setting your sights too high in looking for good th9-10 players - you don’t say who is in the clan already, but many are unlikely to want to come if they’d be one of the biggest bases there in a struggling clan.

I gave up on recruiting online, never got anywhere. I'd rather stay small than spam for recruits, competing with a million clans that are more desperate than me.
If you've ever put up a "looking for a clan" post you'd see how hopeless it is from the other side. Did it once after the end of sniping almost killed our clan. A million clans (that would be a bad fit) spam you instantly, its very off-putting
It's always the closet engineers that are the most bitter. Trying to maintain a righteous pose while doing exactly what they claim to hate, lashing out at anyone that points out the obvious.
