I just upgraded to town hall 9 5 says ago. My queen is going to 5 and My king to 11. Should I hold off upgrading them for a while and focus on dark troops? What buildings should I place as I plan to be an 8.5 to help our clan in war? Any advice would be greatly appreciated.
As for the 8.5 part, get just your new storages, drill, collectors, and queen. Don’t drop any new defenses except for the second sweeper and maybe the fourth tesla and AD. Upgrade all to TH9 max.
Get hogs to 5, valks to 4, witches and hounds to 2. After that, get queen to 15, king to 15, queen to 20, etc. until heroes are maxed. Haste level 2 is recommended as well.

You can do elixir troops while doing heroes level, if you farm enough you can upgrade both dark troops and heroes at the same time (best option. Requires activity)
I'd focus heroes and do some dark troops in between 5 hero levels.
About defenses, teslas and air defenses are good and known for their low war weight. When you have an army of th9 level, I'd drop the point defenses, then at heroes lvl 15/15 I'd be looking to drop the rest of the defenses.
You can upgrade cc, camps and spell factories while doing dark troops in lab.
Also, do not neglect your dark drills, they add a very nice income per day at lvl 6.
