It would be something like an official leader and a sub-leader.
The leader has the power to expel and promote everyone. And the sub-leader has the power to expel and promote everyone (including co-leaders) except the leader. With this is much better than the clan administration, has already seen that several clans work with two leaders, but it is better that others have the same power to lead better.
