I think that you should be able to request resources within your clan and maybe have a fee for donating down town halls for example if I have a town hall 10 and my friend requests elixir I get to type how much I donate and if my friend has a town hall 9 then it would be a 10% fee. So maybe 10% fee per town hall level so if I'm TH10 and it will be 10% for every town hall down. Definitely no donating gems but please just consider this supercell.

Even with a 10% fee there is far too much room for abuse. It would harm geming of storages and harm available loot. Neither are good for the game.

Unluckily, this will never come true, even under such conditions.
Supercell often mentioned on their Facebook-Page, that there will never be resources-donating.
