Some people upgrade their townhall as soon as possible to get new defenses such as hidden telsa xbow and inferno tower because having the same defenses is kind of boring but when upgrading the town hall they get much less loot and they can't upgrade anything anymore because some lvl 70 players with Th 10 can't get loot and some level 100 players with everything maxed at th 9 stealing the th10 200000 recourses and when the th10 players want to revenge they can only get 100000 so instead of being townhall I would say that it should be level

You should never rush your TH. When possible it is recommended to Max all your defenses and troops before moving to the next TH level.
That is because you get 50% loot penalty for attach a TH that is -2 levels from you. Meaning a TH10 can really only get good loot from a TH9. If they attack a TH8 with 300k available they can only get 150k.
