I.e. I could take 400k from a th6 but they could only take 10k from me.

The whole reason for loot penalties is to even things out. For example, smashing a th 6 base as a th 10 isn't a great accomplishment, so less loot. But, getting into a th9's storages as a th6 is a great accomplishment so more loot.
I do suppose Clash's top players do deserve one little fun raiding day as raiding can be very expensive up there.
