1. Yes, and it's why I mention the potential problem right after it hehe. I mention the issue that people could leave their clan and join a small clan in the hopes of getting a donation quest (which would be stupid since there are like 50 other quests they could get) but the problem could still be there. One solution could be to average out the clan size from the past week or 2 in determining clan size for the quest. Also, once you get a donation quest, if you left the clan to join a smaller clan, that quest wouldn't change.
2. And yes, it would be pointless if you were maxxed out on Gold, which is why it would be wise to wait to spin the wheel once you have an opening for more gold. Unless you are a high spending gemmer who has maxxed out all your walls (which is .01% of the CoC population), then the gold reward will be useful. IN ADDITION to that, you'd be earning gold for your clan member as well

And for the .01% who have spent thousands maxing their walls, there are other great potential awards for them, but the thrill of not knowing what you'll get is great in my opinion. Like I mention, unpredictability is a WONDERFUL thing for games.
