First, what if I spin the wheel and land on dark elixer drill. Yay!! But wait, I'm only a TH7! What happens. Also, what happens if I'm a TH6-TH1 and I land on that?

Also for the Halloween quest rewards idea, what if I complete a Halloween quest and get the DE, but I'm a TH6-TH1?

I think that you unlock more prizes as you upgrade your town hall. As you upgrade your town hall more, more prize options (i.e. DE, DE drill) become available.

Nelly, Julez nailed it. 2 options: Option #1 that I like best, that the wheel would add more prizes that could actually affect you as you upgrade your TH. So at TH4, only Gold and Elixir might be avilable, and at TH7, DE would be available. Option 2: you land on DE at TH6ow lower, tough luck. DE would be the only option that wouldn't affect you, but I like Option 1 a LOT better, plus it would add more rare rewards at higher TH's, like an extra mine or level on a mine, battle boosts, etc.
