It would have to be accretive to resources or it could backfire.
This idea is amazing! I think this would add an entirely new dimension to the game and attract a variety of new players. I love the idea of diversifying gameplay and giving Clashers options on what to do while online!

Its probably just not profitable enough for them. If they used it in a way that would get more money in their pockets, then they may go ahead and do that. I don't see very many ways in which they could do that though.
