I thought they might be too as we have had three wars since the last update that was supposed to be just server maintenance. All three were close matches but one of them did have two TH10s vs our nines. They were weakish 10s though and did not give them an overwhelming advantage. The only advantage was a sure kill of our TH8s. But that was enough since we didn't do as well vs their 8s as we usually do and we lost.
Our other two wars were nearly dead on matches.
I thought it was certain they have not implemented the new system. But, then I thought about it more as I was typing this. I took a TH7 to 8 and his war weight has stayed the same. Despite upgraded troops. It's one of my accounts.
It has upgraded dragons to three and lightning to 5 but no defensive upgrades. Its war weight was a fairly low 7 before this war and it is still the same. War weight of 37. That means no weight was given to the dragons or lightening.
So, there could have been tweaks made but it's not the new system were troops have weight or we just can't see it at all. I am assuming we will be able to see it but maybe not. So I guess it's not 100 percent conclusive but nothing indicates the changes are in place.

I don't think we will ever know. We still don't know what SC considers balanced, lopsided, or a "fair" match. Unless they take a radical step, they can continue to say we are making improvements, while not doing anything or making small adjustments(which they did pre-announcement). Random chance will have people saying it's getting better.
I asked SC about it once, specifically a TH10 with maxed offense and the single cannon. They agreed that it was not within their vision of "fair play" and I have seen them say they don't want to tell people how to advance their base - so I think they are aiming at the engineered bases, not so much with rushed - intentionally or not.
Like I said above - I think if they just ranked the war weight by TH it would eliminate the problems
In current war me in number 1 & my recommended target is 6. My another account is in 30th place (its a 30vs30 war) & recommended target of that account is 23. Is that not funny?
Its only means that the MM alogrithym totally broken down...

N.B: I noticed yesterday that on this war we have 3 th11 & they have 8. their 23rd base's have a level 1 single canon, around with 45/45/20 levels heros...
I am sure there of multiple suggestions, on how to fix this but I believe a simple way would be as follows.
Start by determining what is consider offensive (spells/troops/hero's) and what is defensive (walls/non-attacking buildings/attacking- buildings)
Once, all items have been sorted into their respective position, calculate the total amount of gold, elixir and dark elixir that would be needed to max everything out. I will reference this with MaxG, MaxE, and MaxDE.
The user's score will be the total amount of gold, elixir and dark elixir in which they have spent to get to their current standings. These values will be referenced as UserG, UserE, and UserDE.
To calculate your offensive score the following equation would be used:
(UserG/MaxG) + (UserE/MaxE) + (UserDE/MaxDE) = Offensive score
The same process would then be used to calculate your defensive score:
(UserG/MaxG) + (UserE/MaxE) + (UserDE/MaxDE) = Defensive score
Now for the hard part:
War matching making would take the average of the offensive score and defensive score for the participants in war and match someone with a value similar to theirs. The bigger the clan war is the more accurate the equation is able to calculate.
Once, the Offensive and defensive scores have been calculated, the war win streak variable should also be used to match those with a higher skill set with each other.

We have just started a 40/40 war. We have 6 TH11's to their 12....
Sooner these changes get implemented the better. But seen as how the last however many months of tweaks to the mm have done next to nothing...I am not holding my breath.......
Darian - been a while since you or any other mod posted on this thread....any news on when these changes are happening? Or any news on what the actual changes are going to be seen as tho this thread tells us nothing that we didn't already know?
Matched today, definitely not fixed.
We have 7 th11s. Mostly max, last one is a later stage 10.5.
Enemy has 13 th11s, 8 Eagles, last eagle has th10 point defenses. Their #9 has mostly max point defenses, max infernos but no eagle. Their th11 in the number 10 spot is about 2 weeks into th11 but has lvl7 loons and lvl 7 Warden. But the ones in the 20th, 21st, and 24th spot are swinging a full th11 laloon army. Severely rushed defenses and just the one max army.
It's just a stupid matchup. Give one team 26 th11 attacks, the other 14. Give the same team a defensive advantage.
Their really just is no other way to level matchmaking but stick a minimum point on all townhall levels.
And stop overweighting the th11s that have max'ed everything out. They are just one player. They can only attack twice. You can't run miners, hogs, laloon, bowitch, etc. at the same time.
Why give players who are extremely rushed with one max army a huge advantage?
