I think that actually trying to stratify clan wars into "engineered" and "non-engineered" wars has tremendous risk of backfiring on them for one major reason. As Dorsan and Onyx have pointed out repeatedly over in the Clan Wars subforum, one of the biggest factors that produces mismatches is a small matchmaking pool. The smaller your pool of potential clans to match, the more likely it is that mismatches happen.
But differentiating the matchmaker into two pools, you are only exacerbating this problem. Ultimately, it would probably be better for SC to rip the bandaid off and nerf engineering such that it provides no advantage whatsoever, and then keep everyone in the same pool. If the engineers weren't getting an advantage by building odd, defensively-light bases, they would likely stop doing so (at least most of them, some would continue for the novelty) and you'd produce better matches overall because your pool would be bigger.
I'm glad to see Supercell starting to take this issue seriously, but I do fear it blowing up in their faces with even worse matchups before they finally reach the inevitable conclusion....
Just making sure you guys are aware that this results in two small matchmaking pools rather than one large one, thus making matching within each pool more difficult.
You guys have the numbers, maybe there are enough clans within each differentiated pool to get the job done, so I'll withhold judgement until I see it action, but tread lightly.
