The only way to eliminate the strategic advantages of heavily engineered games is to use a base weight for each TH level, then a secondary weight built on top of that for defensive and offensive development. I get that there’s significant variability among clans, but you have to start from a base score then expand the search from there. It would make sense to also give clan leaders the option of deciding just how far they want the search to expand.
Variability and statistical analysis would go a long way here....
