I am not sure, but I don't recall supercell ever making buildings that have already been released, available for lower level town halls. I guess there is a first time for everything.

Are you sure? Maybe you misunderstood me, I meant I dont recall supercell releasing content for town hall 9, and then letting town hall 8 have it after a period of time(for example). Then again you may have understood me and this has happened before

Personally I'd like it if I had another wall to farm for, but it won't happen and it shouldn't happen. This has been how its set up and its an incentive to go to lvl 9 which isn't all bad.
And an OP Unicorn troop while your at it....

Level 12 walls would be the worst idea in the history of bad ideas.
There is a pattern that goes all the way up to TH9, you are allowed the same level walls as your TH.
Regarding the drills, that would be a decent idea.
L12 walls are a bad idea..Why did I think of that?

De drill lvl 4 sounds good limiting to only lvl 3 is rlly low.
lvl 9 walls? so at town hall 8 you can go from lvl 7 walls to the max being lvl 9!? no. Town hall 9 has a huge farming difference to th 8 so your saying make it easier for new town hall 9s to get X-bows and archer queens! NOOOOO
