After attacking, the attacker (once seeing overall damage and loot/stars) has an option to post a comment for defender, which will show up in bulletin.
Mainly for tips, to help defender build better base, or give props/favor for having great base
Shouldn't be longer than two sentences. And if this becomes a thing, player have an option to mute messages or to choose to receive one message a day.

People would send rude messages to people whenever they beat them, saying how terrible their base is. If they lose the raid, they'll probably send a rude message because they're annoyed. In other words; it would open up a whole new way for people to troll.
Maybe the person receiving could rate the sender, then that allows for a whole new filter
