Looks like we had a consistent event. Data was predicting a win late Sunday evening (for EST) and looks like that will happen. Good work all!
So I should know the answer to this, but since I don't I'm sure there are others that may be wondering the same. Does a player need to make it to the Global threshold BEFORE the worldwide goal is achieved in order to collect the 10 diamonds?
Two of my hoodies have not been able to be on since the event started (family wedding), and I'm not sure when they are due to return. If the goal has been met, can they fish and still get the diamonds.

They need to reach global goal before the event ends.
You can still get the reward if you hit the requirement after the global reward has been reached.
I tested this on my wifes account some many months ago, I was curious!
