To answer your question, accidentally reporting a neighbour in the chat has no effect, other than to make you feel embarrassed! Many have done it in the past, and an apology is usually enough to put things right.
For the report function to have any effect the member needs to be reported by 4 different neighbours. If that happens the member will be excluded from neighbourhood chat for 24 hours. After that things return to normal.
