You should be able to save layouts with the new "edit mode".

if you were to save a layout from Town Hall lvl 8 and then upgrade to Town Hall lvl 9, and you got a X-Bow-then this is my genius idea⬇️

If you were to load the layout of Town Hall lvl 8, the X-Bow would be in the bottom menu, it would be the same with walls and other buildings.
