I think what it means is that someone will have to keep more loot in their storages before you can steal the max 200k. If they reduced it to 10% They would need to have 2 mil in storage to steal the max. I am not sure what the percent is.

They did lower the cap back down to 198k. The 1k reduction is insiginificant, of course.

Do you know if the league loot bonus comes from the defending player or is generated by the system? This is a very important question with implications for the game economy.

Edit: Nevermind, Steve confirmed that they are being generated by the game itself. Good thing the bonuses are small then. Inflation!

My guess, emphasis on guess, is that after a storage has the capacity to hold either 1/2, 1/3, or 1/4 of the amount needed to hit the storage cap (depending on how many storages one has) that the level no longer matters for that purpose.

A lvl 9, for example, can hold 500k. Assuming that it is full, even if you have only 2 storages, it can hold 1/2 of the 990k required to hit the cap.
