Guys you are getting it wrong. The person with most trophies in the clan will be the next leader

Our leader has not been in our clan for over 3 years. Whoever is Co-Leader or co-leaders take over if you want clan to continue. Tho they cannot change name of clan or assume Leader position unless the leader anoints them to be. Our leader lost access to account due to phone issues and unable to reconnect as per someone years ago that has long time left us. I find it a likely story as there are ways to regain it. Anyway, He never returned and now ranks around 40-50 as we are full most times. The clan is still going strong as a democracy of a 3 active co leaders instead of a Dictatorship. The part that is not cool, is when you have a couple of of other co leaders about 5 of them that have been inactive for years, and you can not kick them out to make room for more active players. Yes starting over as a new clan is an option. But half of us worked so hard to get to lvl 10 clan waiting for our leader to return. Not fair to them to start over. The core group has friend each other in event he does return to close the clan. As we been together for so long, some longer than me and I been in clan 3 plus years now. We are like family now. It is so very frustrating. We ask for help from COC/SC, but they cant resolve the Leaders obvious dead base and abandonment of Clan issue. That is what happens unless your base completely dissolves. Which we would have if we known he would not return in the beginning. So if your leader obviously abandoned and went awol permanently, and your not invested, start a new clan.

The problem is when the leader doesn't leave and is inactive. Now is at the bottom of a full clan with no possibility of the leadership being passed on. Inactive members can always be kicked by elders, but there is no policy in place for inactive leaders. It would be great if there was a solution, such as a specific time such as 90 days or as long as the leader has been active.

When a Leader leaves with promoting anyone in their place, leadership passed to the longest serving co, if no co then longest serving elder and presumably if no co or elder .then longest swerving member.

No one can change the clan name. The only power enjoyed by a Leader and not co, is the ability to demote co.
