there is nothing wrong with hoppers...if you donated a dragon golem or pekka then its your fault and you just donated strong troops to a new member.
here if your afraid of hoppers taking your best troops then
- tell them to donate before requesting
-donate barbs,archers, or goblins to new members
-change it to invite only so they dont join again and if they do, i usually give them a second chance but not for seconds(troops).

This would be great way to kill the game! All you have to do is add the cost of 1mil gold to join a clan! Great idea!
*sarcasm* This would be terrible, ruin the aspect of a social life on CoC. I like to visit the other clans in our family, and I would like to not spend a million gold to visit them.

How about bring the cost down by a ton but make it a one time cost to join a clan. so those that choose to hop between clans such as family clans they aren't as effected by having to pay a 100k penalty for each clan they choose to be apart of. and also if they choose to implement a clan village then all the proceeds of members coming and going could be put towards making the overall clan village better.
this way it doesnt kill parent clans. also maybe clans could choose if they wanted to charge for a new member to join so parent clans would have a choice and those of us who ore sick of hoppers can penilize them and hopefully stop them from joining your clans.
