Im just throwing this idea out there, I thought of it this morning and I'd like to see what the rest of the Clash community thinks.
Of course, loot penalties and premature town halls are some of the biggest problems with the game, and I think most of us knew that. If you are new and don't know what the loot penalties are, check out this great thread by Zach, and if you haven't heard of a premature town hall, Hannibal's thread here explains it pretty well.
My idea is this - loot penalties by level. Your level is the blue star that got replaced by the league badge in lots of areas. The level doesn't have much purpose, except to act as a guideline of how well-developed your base is. This number can be influenced by donations (*ahem* Sneakydave), but it is a good symbol of how far you have progressed.
This is where my idea comes in. Your level, not your town hall level, shows how far you have progressed. If loot penalties are based on level, you would truly be attacking fair opponents. Since premature town halls are much lower levels than maxed ones, they wouldn't get 3-starred all the time with no penalty.
The biggest problem is donations. With this method, high donators would be pushed higher in levels and become like the prematures, but most likely a less extreme difference. You can't punish people for being the most active and helpful. Also, Sneakydave would have to endure 5% loot forever up in the 200's.
