All sorts of possible reasons can be thought of but it doesn't change the fact that they were in a an active war in another clan, and now they are no longer there and are busy applying to your clan. It looks horrific from a serious war perspective and it is likely that they just simply couldn't care less and bailed. The duration of the timer can give a bit of leniency (depending) but its an almost certain rejection from me. I'm just not interested in having definite doubts and issues whether the guy will stay or not in war. Especially up top where wars are won or lost.

The main things I look at for new applicants to our clan are:
1) war timer ----> this is an automatic no. I'd don't care what they say, I have no way to verify the truth of their statements
2) do they fit the specific criteria of players we're looking for at the moment? I've turned down good applicants because we're not looking for th8s, 9s etc at the moment
3) activity level. Are they active? How many attacks this season? How many Conquerer battles have they won?
4) are they a leech? I specifically look at Friend in Need and Sharing is Caring stats. That can tell you a lot about what kind of clan mate they'll be. A max th9 with 15,000 lifetime total troops donations isn't getting anywhere near my clan.
After all that, and if I accept them, then we have a few basic rules for them to follow. Failure to follow as a 'New' guy, gets you the boot pretty quickly. 'New' guys don't war and they certainly don't get promoted. But the biggest one that weeds them out quickly, is our 1:3 donation ratio. If a new guy comes in and starts asking for high lvl troops right away, I watch to see. If they request over 100 troops quickly, but donate nothing, I tell them to donate before requesting again. Failure to do so results in an immediate kick.
Anyway TS, there are lots of ways to avoid the problem you're having. You just have to do some work first.

As a Leader going through a rebuild I've got clash of stats to check every new member to get a clearer picture of their history and if I really want to know, I simply visit their old clan and ask! lol
So you DO have some power in the situation. Not sure if your were aware?
