That's the problem with an inactive clan, new recruits will 99,9% of the time have zero loyalty. If they see a war is lost or a clan isn't active they simply wont give a hoot. One cant really know when the hoppers with leave but two things I will suggest to minimize risk:
1. Do not put new recruits in war until you have "sussed them out" after a few days. Especially if they are at the top of the table.
2. Do not EVER accept anyone with a war timer on their profile. They bailed on their last war and the chance of that happening with your war is very high. Good luck with rebuilding, its a seriously tough job.

My clan has experienced this problem before. After implementing a rule, we haven't seen any war hoppers since. The rule is new members have to sit out their first war. The waiting time has two benefits. It proves if they're willing to stay to war and if they're active via donations.
Taltos has a solid suggestion that works well for 95% of the hoppers. War timers isn't as good a filter because you can have a guy that left a clown clan because of their lack of support or organization in war. It still works but you can filter out a keeper. If the first thing out of a newbie's mouth is a request for high level troops, load them up with gobs or barbs and see what happens. Usually a player that chats first then request "anything" is probably going to be around awhile. It's taken a 18 months to move a lvl 6 clan on life support with 12 players to a lvl 11 clan with a solid 48. Good luck.
WAr timer does not always mean someone bailed they could have been booted by a rogue co for no reason. They may have done there wAr attacks and left they may have been opted out of war and put in and not realised they was in a wAr.
We never have war hoppers because we only let players war after they've proven themselves in a friendly war. Those who don't want to or get frustrated by rules just leave and we're better off without them. It may seem frustrating to lose members when you're trying to rebuild. If you feel this way, just think: "What am I trying to build?" Is it a clan with lots of members, or a clan with active people who will help build a decent war log?
