Think speed should be high and progressively slower the more damage as the hydra gets more heads and becomes heavier also stops troop from becoming to fast and dishing high damage.
I get this question a lot honestly so let me clarify.
The lower the Hydra's health is, the more damage it does. It doesn't regain health or heal itself it simply does more damage over time, like the inferno tower. Except the Hydra's damage is increased as its health deteriorates.

Excellent point.
The main points that are different from a PEKKA is that the HYDRA actually does significantly more damage than a PEKKA but has less health.
Also takes less time to train.
The HYDRA also has an attack speed 5x that of the PEKKA.
In a way i would compare the PEKKA to a Mortar and the HYDRA to an X-bow.
The PEKKA does a ton of damage but it does so slowly
while the HYDRA does even more damage but quickly (essentially doing less damage per attack but the attacks are quicker)
The HYDRA would also make a much better defensive troop than the PEKKA since the PEKKA wastes an attack that takes 2.5s and does 600 damage on an archer or a barbarian. Where the HYDRA would take only .5s and could take down any single tier 1 troop instantly then move on to the next troop.
The PEKKA is strong but slow where the HYDRA is fast but slightly weaker. Combined with the fact that it does more damage as its health gets lower, making it more dangerous as the battle goes on.
