If anyone could upgrade walls without a builder there would be no gold to raid since everyone would dump it into walls. You're supposed to plan your builders so that you don't max out without one spare.

Have to have a better schedule and SC added this then they removed it.
If we can upgrade walls without builders then almost everyone will have no gold and it'll just make it way harder to farm
