To join a clan, all you need is a clan castle which can be built at TH2.

Typically TH2 cannot build a clan castle as their max storage capacity isn't enough to pay for the clan castle rebuild

You can buy the resource pack that puts you over your storage limits.

But you still can't spend on an item that is over your limit. I've tried with DE, so I'm sure it works the same for gold/elix. You will get a message telling you to upgrade your storage before you can purchase.
