The best way to go to th9 with th8 maxed out is to upgrade everything. This will ensure that nothing is left to upgrade at th9 from th8. Do this by saving gold and elixirs in order to upgrade. Some time is involved and it will take a few workers, but it is entirely possible.
Also I would recommend joining a quality clan that can answer these sort of questions as sometimes the forums can be unforgiving.
You may hear this a lot - but prioritize offense. Lab SF and CC are priorities on day 1. You will get wrecked all through th8 no matter the defense or base so focus on your ability to attack. Cheap farming armies are your friend for gaining elixir for upgrades. A lot of cool troops come into play at th8. Get hogs to level 4 and heal to 5 as fast as possible, as hogs can wreck th8 in wars. Lots and lots of people dragloon very successfully at th8 as well, so getting drags up will help too. Perhaps pick a strategy that you like and get that army strong first. Then, always keep the lab going and you'll be fine. As far as defenses go - here is my one rule at th8: You have a ton of tesla levels to do, so "always be tesla - ing" with a builder. The rest? I'd do mortars last, the rest of the order is debatable and probably not very crucial to your progress. (don't neglect walls - do a few every now and then and you'll save yourself a big grind at the end).

If you want to max 8 start on walks yesterday.
personally I'd go a bit sooner as the lab is a bottleneck at 8 and heroes are a bottleneck at 9. If you combine the two you can space things better
If ur a war head I would suggest you to go 7.5 once u max ur current TH. Its amazing for war. Super low mirrors. My clan specializes on engineered bases. PM me if your interested and we can help you.
If your a farmer....well...upgrade ur troops and then defenses at the end so that you can use the account to war and you get a low war weight.

I am maxed TH8.
I basically used Barbarians and Archers to get me here. Apart from a the occasional strong troops combination for war. And collecting war winnings.
I would recommend upgrading everything. From the spring trap to Barb King. How you upgrade is entirely up to you depending on your raiding style.
I think I maxed barbs. Archers. Wizards. And witches. I raided with them for a while. Then worked tirelessly to get my King to Ten years old. Folllowing that. My giants got their gold knuckles and max hogs
Finally discovered air raiding was pretty good for war raiding so. Upgraded Firery Dragons and Ballons. Along with that also upgraded my spells. Focusing on heal. Rage and earthquake and poison...
It has been a great journey in TH8 and I am currently upgrading my spring traps.
Don't forget about your defense.. mine was wizards towards. Tesla and mortars. They are deadly maxed for a TH8.
Then the golden cannon.... and giant bombs.
It's also fun to build various TH8 bases. There are more to play with now. The bomb tower and air sweep
