The clan that has the lower number in each bracket starts the friendly clan war within 10 minutes before or after the start of each round. If the war is not started within 10 minutes, the clan with the higher number automatically wins. If the war is not accepted within 5 minutes by the clan with the higher number in brackets, the clan with the lower number automatically wins.

Rule has been replaced by: the first mentioned clan sends the invite.
But in the end it doesn't really matter, as long as one of the 2 sends an invite.
