Troop requests stay at top of chat

I think it would be really helpful if all of the troop requests stayed at the top of the chat until they are full.

I could agree on that, especially when your clanmates are chatty. But for most part, I don't think Supercell would add this, since it may not be worth it to add it. It would definitely block messages, which makes it inconvenient.
