Well, without factoring in longitude, latitude, or height of the flagpoles/buildings - and making a big assumption that the top of the playing field is North - using the shadows of the flagpoles, I would estimate about 7:00 am.

That would be pretty interesting if the towns were all on a daytime / nighttime clock.
You can see everything easier during daylight and both the towers and yourself have less vision during the night.

I think that would be a good idea, changing the time of day and linking it to your time zone. It adds a bit of variety to the look of the game.
