Supercell, in my opinion, should make it where more clan levels give you perks, and also you can upgrade perks, MAX LEVEL 3 WHEN UPGRADING PERKS, and when upgrading a perk, where, say, you get 15 minute request troops wait time, if you leveled up that, each time 2 minutes would be shaved off that time. You get a bit of Clan XP for leveling perks up for donating, getting more members, etc. This XP would only be for leveling up perks. VOTE PLEASE!!!!
