How to force lopsided base to add and upgrade their defense?
Limit the attack range(up to 2 position and below).
Ex 10 vs 10

6.Th8 - th11
7.Th8 - th8

What position can th11 attack? Only 4 and below. he/she can't attack 3 and up

So if a th11 had to clean up a th3 and he was the only one left. They need that star to win the war but no he isn't allowed to do so. Hence they lose the war and give up warring altogether. That sounds like a proper solution to you? No? Well I didn't think so either.
